"it is what it is!' is as meaningful as saying "Brexit means Brexit" (UK, Conservative Party slogan)

People may say "it is what it is!" even when they may not understand, what, it, is.

These phrases are

"X=X" is an overuse of "X's". Therefore, saying "X!" or "it!" means the same as saying "it is what it is!. Although, saying "it!" doesn't appear as socially meaningful
