Don't believe the hype. There was basically ZERO traffic today at 12:08pm in Stanley Park. The bicycle lane doesn't impede cars. The horses are the only thing I've ever seen that cause a traffic jam in my over 200 rides through Stanley Park since the pandemic started in March 2020.
