Is one allowed to use an with a flat ground plane for in the US? specifies 49ft as the total length of the antenna, feed line, and "ground lead", but it doesn't say anything about using a flat ground plane. Or would they consider the maximum measurement of the ground plane as the length of the ground lead?

(even though it's technically not)

Looks like the is going after major retailers selling low-powered FM transmitters that are not actually compliant for unlicensed operation. They put out too much power, work outside of 88 - 108MHz or have detachable antennas. The Tx come from otherwise legit brands like Rolls & Decade. So far the FCC has notified B&H and Broadcast Supply Warehouse to stop selling them. First time I've heard of such actions in at least a decade.
