Poliisi epäonnistui mielenosoituksen turvaamisessa UPM:n tehtaalla Kouvolassa ja altisti mielenosoittajat lukuisille vaaratilanteille.

Elokapina osoitti mieltä maanantaina 22.5.
Amnestyn vapaaehtoiset tarkkailijat olivat seuraamassa tapahtumia.

Poliisilla on perustuslain ja kokoontumislain perusteella velvollisuus varmistaa, että mielenosoitukset sujuvat turvallisesti. Poliisi epäonnistui tässä.
