The bigger problem I think here is the failure in communications/ proactive actions.

There was some, but it all feels kinda ad-hoc,half-arsed,wishy-washy.

For example, maybe the reservoir outflows could have been preemptively slowed on the 8th already?
AND LOUDLY communicated to the public as an EMERGENCY?
