The police and local politicians were quickly driven out of town because the people suspected they were collaborating with the criminal networks. Political parties were banned - and still are - because they were deemed to have caused divisions between people.

“Government should be so small you don’t even realize it’s there” …. Censoring the internet? Banning abortion medication that has been proved to be safe and effective for decades? Throwing women in jail for their reproductive choices? That certainly doesn’t seem like small government to me:
