@davidzipper The reduction in traffic volumes is likely due to Google Maps. Google Maps likely will not use a 20mph zone as a suggested route and the lack of traffic means that the remaining vehicles will speed. Hence the need for greater enforcement if there is no plan on changing infrastructure.

I can't stop thinking that the constant attention to #speedlimits is sheer laziness by policy makers.
Drivers travelling at 57kmh in a 50k zone are not the problem. Drivers who aren't equipped to make safe, defensive driving decisions are the problem. But we seem to be spending no time on real effective driver education and training (TV ad campaigns are not what I mean).
This is in the same league as arbitrary limit reductions.
