これの、非常に微妙な日本語訳（私には「誤訳だ」とは言えない程度の変な訳）が、日本語圏Twitterに出回ってますね。

この構文、本質的には「〜はそろそろ（とっくに）…しててもいい頃合いなのに、まだ…してない」という意味で、発破かける表現です。
