Actually, you absolutely can regulate evil!
By stripping monsters of weapons of mass murder that can kill hundreds in seconds. Take Japan for instance. It is very hard to get a gun in Japan, and mass murders do happen, it just is a monster with a knife who attacks kindergarteners (8 dead, 15 injured) instead of a wacko in a hotel room with a literal arsenal who sprays the crowd below (60 Dead, 867 wounded, 47% were bullet wounds). Now, I don't know about you, but I would rather have a knife wound than a bullet wound from a military style assault rifle.
