Canada of course has programmes to help out poorer parts of the country, notably equalisation, the regional development agencies ( #ACOA in NL), and the structure of EI. Those programmes have clearly done some good for people, but they've also mostly failed in terms of creating stronger local economies. Indeed there are arguments that such programmes have been counter-productive at times.
Canadians should help Newfoundland and Labrador, but we also need a clear legal framework.
