I'm not sure what the solution is, but it is a problem across race, ethnicity, gender, and even language.

That said, I'm inclined to think it is a problem easier solved by decentralized entities agreeing to standardized code of conduct rather than a centralized entity attempting to enforce. Easier, although not easy. 🤓
