If public services require minimum service levels for the purpose of trade union disputes then why should they not be defined for general delivery of services and known by everyone?

Perhaps, it would be difficult to define minimum service levels currently without initiating whatever sanctions on the delivery agencies for not being able to meet them.

@kityates How? The decision to give oxygen is based on an assessment of the patient's need. So do they expect paramedics to decide that some patients might be OK without it? Or some might die anyway so why waste it? Who decides? And if hospital staff dealing with that patient down the line think that their outcome was adversely affected by failure to give oxygen in the ambulance, who bears the guilt?
