@bandit @burritojustice #AustinTX has these all over to prevent flooding - great examples are on the sides of Brodie near William Cannon and in residential neighborhoods near there built in 80s: large greenbelt reservoirs that become temporary lakes and canals behind houses that quickly bring water to the underground aquifers.

Observation #1: Those styrofoam hose bib covers aren't worth crap in a hard freeze.
