ABSTRACT: A goal for language learners is to function in plural languages according to their own purposes. A bilingual perspective starts from that attainable goal. Learners tend to idealize L2 mastery or becoming bilingual, so it becomes other people’s business. Monolingual teachers tell students by their example, “go where I have not gone,” whereas a bilingual teacher says, “come to my state of functioning.” This presentation details a paradigm shift from the predominant monolingual second language acquisition (SLA) paradigm to a developmental bilingual perspective.

In even university students say, "if there is too much immigration, traditional culture will decline." In Intercultural Communication and Bilingualism classes, I say that culture and language is not so delicate as to be threatened by intercultural contacts. Japan has a strong brand in terms of a distinct culture and language. The delicacy in Japanese communication is not the same as fragility.

Parallel to guarding the culture is a notion in Japanese blogs that small children get confused by more than one language. Then they put it off, kids have little chance of fluency, and becoming is other people's business. It goes against acquisition research and lowers expectations of cognitive growth.

PRONOUNS
Allow me to share this perspective as a Panamanian who was raised in the Canal Zone and then came to the United States when he was 10 years old to attend private, Catholic schools until high school graduation. It was a sheltered upbringing, by design of course by loving parents. Still, I want to be clear about something often taken for granted.

I cannot support hatred of individuals. I do not accept skin color or LGBTQ+ as a reason for poor treatment of other people. This has never been more needed, especially in education and online spaces like this one, given the level of hate and bias.

Being who you are should not result in blind bias or hatred. I reject that and the frames that people have adopted that result in such hate.

As a Latinx who grew up in the Republic of Panama and then Texas, I have my own perspective.

My own identity as a cisgender (he/him/his), a bilingual/bicultural speaker, a person caught between two cultures, I have not suffered the slings and arrows of bias, prejudice that I can only ally with, including + .

Since I speak and write in Standard English, I enjoy a level of white privilege due to my skin color (from my Swedish father) and my last name (“Guhlin” is Swedish, not Latino), I know that my life experience does not give me the authority to speak in more certain terms.

So, I offer my perspective in this space in a tentative way, and hope that I can learn with and from others.

Regarding vs. code-switching between languages, Rafi Saleh in Bangladesh, who did his PhD in Australia on translanguaging, informed me: "According to code-switching theorists, a bilingual has two linguistic systems, whereas a monolingual has one. For translanguaging theorists, both bilingual and monolingual people have one linguistic system, but bilingual people's systems are more complex, and they learn to divide the system into two for external forces rather than linguistic reasons."
This accords with my view of always-on bilingual mode. The pictures show my proposed paradigm shift from a conventional model to a perspective.

Wikipedia confirmed that code-switching is at the individual level, whereas has a broader meaning that includes pedagogy. I code-switch in teaching and mix Japanese with English. I call it ' mode' where both are always on.
My 'Levels of Bilingualism' framework includes plural languages at the individual level (bilingual development, language acquisition), family level (bilingual child-raising, biculturalism), societal level (a country's language communities and policies), and school level (bilingual or international education, second or foreign language teaching).

A really interesting study on brain connectivity that found longer distance connections within the network and across the hemispheres for children more proficient in spoken and written English. And for bilinguals, "those with stronger bilingual proficiency showed greater neural network density along the key regions of language processing, as a neurodevelopmental index of greater efficiency in cognitive processing."
