He's talking about #twitter here, but I bet everyone who's tried to get their city/county #DOT to actually build #SafeStreets recognizes this. A new elected comes in, they hire a new director, the director makes a bunch of changes, then they're gone. Meanwhile, DOT staff's still trying to focus on the last director's priorities and management style while the new director's pushing something else and reorganizing because everything's broken. #Bureaucracy #LocalGovernment
