I suspect it’s because Captain Jack Harkness made a brief appearance in episode 5 (“Fugitive of the Judoon”) of the current season of “Doctor Who”.

In my corner of the universe, once John Barrowman fans recovered from their swooning, a hunger for all things #Torchwood reawakened, and they are even now scouring the web for more of that.

Just a guess.
