Energy Systems Catapult - The case for a ‘Carbon Regulator’

We've already been thinking about the role of a Carbon Regulator

And we're starting to see more interest in this from GOV and other stakeholders for areas such as #carbonmarkets and #GGR.

But a #CarbonRegulator with economy wide oversight would provide the best framework for a low carbon economy in the UK.
