Notice how the original plan had Mountain Blvd -> Joaquin Miller Road -> Skyline Boulevard -> Lake Chabot Road. This final leg never happened, thankfully - Anthony Chabot Park blocks it. I believe this is also why Fairmont Drive is so wide, fast and steep.
