This gets even a bit more comical when you read the following:

Which is pitched as a bad thing. It sounds pretty bad on the surface, to be fair...but what would it look like if we had the lowest incarceration rate of any country? Well, maybe not the best; many of the countries with the lowest incarceration rates aren't particularly known for being safe places to live. The #CentralAfricanRepublic? The #Congo? What about #Mali, #Nigeria, or #Pakistan? While some places on this list, like #FaroeIslands, are pretty safe, it's not seeming like low incarceration rates are a key to a safe society.
