Its super-difficult to know whether something is AstroTurf (blackHats), or just a pack of useful idiots. Also cloudflare seem to just swallow up and takeover entire ISPs and countries at a time.

So even that is a loose indicator.

On #I2P there's some sites where you can discuss stuff. Is there a #ConsumerAffairs or #ScamWatch in your country. Then there's #WikiLeaks, TheGrayZone, Telesur, #RT, SouthFront, sites that accept Bitcoin or Monero tend to be good.
