Anyone else having character encoding problems with ROracle?

Previously, setting NLS_LANG as an environment variable did the trick. This still works on my Windows server. But on my regular Windows 10 desktop, an upgrade to the 19.3 driver has caused the problem to resurface. I can't work it out.

With odbc, I can set encoding=win1252 to make it work. But odbc is 2x slower reading and 10x slower writing, which is inconvenient (ROracle uses instantclient).
