Can the organizers, who presumably obtained permits or otherwise formally agreed to conditions, be billed for the cleanup?

Traditionally, the crews from #provinces fighting large numbers or sizes of #wildfires would be assisted by the teams from other provinces & territories where there were currently few, or no, fires.

It worked quite well. But it breaks down when they're needed everywhere, all at once.

If we're not going to fund our #military, can we at least develop and fund a civil defence / #disaster agency that can actually accomplish things in situations like this?

But that isn't actually all that much. In more common (to the USA, anyway) units, it's 200,000 acres. Yes, it's a large area in absolute terms. But Alberta is 163,546,240 acres, so this is a little over a tenth of one percent of Alberta's total area.
