Sharing my latest book chapter ftom "Complex Disasters" edited by Anna Lukaciewicz and Tayannah O'Donnell.

Using ethographic case studies focused on the lives of small-island fisherfolk in Manila Bay, I analyse kinship practices involving ritual kin (e.g., "ninong" [godfathers] & neighbors) as political acts that respond to 3 interrelated citizenship regimes in postdisaster reconstruction:

1. The regime of localism that shifts the burden of responsibility to local actors with little concern for the unequal distribution of vulnerabilities

2. The response regime in disaster management, where majority of local government resources are allocated to rescue and relief, with little left for long-term disaster risk mitigation

3. The "palakasan" system underpimned by the search for power beyond the rule of law (to obtain scarce resources for housing reconstruction in cash and/or in kind).

The findings demonstrate how kinship practices, as both a resource & challenge for disaster-affected fisherfolk, contribute to protracted disasters, a type of complex disaster.
