the problem is that the military of Niger has been encouraged by those of Mali and Burkina Faso to overthrow the civilian elected governement, on the basis that who has the weapons, has the power.

In a region where just 20 years ago military governments and civil wars were the norm, the other ECOWAS civilian governments fear that their militaries may stage coups, if they show that they are weak and tolerate military juntas.
