Le lobbying d'effacement du nucléaire n'a pas dit son dernier mot.
On pourrait penser que la priorité de la lutte contre le réchauffement climatique est maintenant largement partagée, que le rôle de toutes les énergies bas-carbone est reconnu à sa juste valeur, et que l'inclusion de l'énergie nucléaire dans la #Taxonomie des investissements durables de l'UE a acté la neutralité technologique et la préserve de l'idéologie, de l'opportunisme politique et des intérêts particuliers.

Ce n'est pas le cas.

Au mois de juin, un groupe de think tanks européens a adressé une lettre à la Commission européenne, au Parlement européen et au Conseil de l'Europe, pour leur demander de ne pas étendre le Net Zéro Industry Act #NZIA au périmètre de la Taxonomie :

Cette restriction signifierait de fait exclure l'énergie #nucléaire, ainsi que l'énergie #hydraulique, de la liste des actifs stratégiques bénéficiant de ses mécanismes de soutien.

Or l'enjeu de la prise en compte dans le périmètre du Net zero industry act est important. Il porte la réponse européenne au Zero inflation act américain, et à son équivalent japonais. C'est le plus grand et le plus impactant mécanisme européen pour les industries de l'énergie depuis la Taxonomie et sa bataille au long cours.

Le NZIA est aussi le théâtre de grandes manœuvres. On se souvient de la prise de position fin mars de la présidente de la Commission Ursula von der Leyen, qui estimait que le nucléaire pouvait jouer un rôle dans les efforts de décarbonation, mais n'était "pas stratégique" pour l'#UE. Et ne serait donc pas éligible à l'ensemble des dispositifs :

Des ONGs antinucléaires ont également fait une déclaration publique sur le NZIA fin juin, en demandant explicitement l'exclusion de toutes les activités en lien avec l'énergie nucléaire : https://lnkd.in/exHkvjsz
La démarche des think tanks est plus subtile, mais le résultat de l'application de leurs recommandations serait le même.

Parmi les signataires de cette lettre (liste sur l'image), on trouve notamment I4CE, l'Institute for Climate Economics, ou Institut de l'économie pour le climat, un think tank francais devenu influent auprès du personnel politique, qui assume de plus en plus ouvertement "d'oublier" la première source d'énergie bas-carbone française et européenne dans ses réflexions sur les politiques publiques de décarbonation.

Avec cette lettre aux institutions politiques de l'Union européenne, un cap a été franchi par ces groupes de réflexion, les éloignant de la neutralité.
