"Is it really democracy if Republican governors can use their power to rig the vote?"
Short answer: No.
Long answer: Hell, no.
HR1 and HR4 are vital. Politicians should not be able to pick their voters. Districts should be drawn by independent commissions and not just drawn to benefit one political party. #HR1 #HR4 #ProtectTheVote
Redistricting by the Republican-controlled legislature could help flip the House back to the GOP:

Today, voting rights are under attack nationally as Republican state legislators introduce and pass laws to put up barriers to participation in our elections.
We see it in the news every day. However, Americans are coming together to fight back.
Sign up for a May 8 day of action to demand the passage of the For the People Act, the John Lewis Voting Rights Advancement Act, D.C. Statehood, and to address one of the greatest obstacles to the passage of civil and voting rights – the filibuster.

"H.R. 1 and H.R. 4 would reform our democracy. They’d also help our economy."
Well, then it's obvious. Surely, both parties of the Senate will vote for both pieces of legislation unanimously? No?
(1) Reform: Republicans are against reform. Hence the voter suppression legislation being implemented in Republican-controlled state houses across the country. Now, if you said "revert our democracy" and go back to when nobody could vote but while males, Republicans would be all for that.
(2) Democracy: Republicans have moved on from democracy, hence the GQP attempt to overturn the free and fair election results. (Also the over 250 anti-democracy bills and counting across the country.)
(3) Economy: This would seem like a point that would resonate with everybody but the fact is the economy is doing great for corporations and billionaires. #HR1 #HR4 #VotingRights #ProtectTheVote 1/2

It is alarming. We have to pass #HR1 and #HR4.
What's become crystal clear is that we, the people, have to stay involved with elections all the time, not just with our candidates and their affiliates but also to organizations that actually work to get people to the polls, such as Stacy Abrams' Fair Fight Action.
Republicans have started a war on democracy. We have to finish it or else we will have never a say in how our nation is governed.
And we can fight back. Something like"Souls to the Polls" can be changed to Monday and use the cancellation to energize the congregation. And if Monday is cancelled, hold it on Tuesday.
There are hoards of people out there that get energized when Republicans tell us we can't vote. I'm one of them.
