After reading up on ger toshav and ger tzedek, I think it might be more accurate to describe B'nei Noah as as modern revival of an ancient tradition (going back to 2nd Temple days), rather than a modern invention, which reminds me a lot of the #JudaismUnbound approach of giving new meaning to old holidays and rituals.
