In 2018 and now, media outlets (I saw BBC at the very least) are quick to diagnose (without citing or quoting of course) this as a result of urbanization in Kerala. While it may be part of the link in a cascade of events, it is definitely not the primary cause. Unprecidented #precipitation due to #ClimateChange is my interpretation.

Widespread rains in #Kerala leave destruction in its wake. It flooded along the Periyar basin in 2013, the worst was 2018 and possibly again on 2021.

They were not kidding when they said. "Extreme events will become more intense and more frequent".
