@keithzg As for changes to the constitution, no one seemed to care when Québec and the feds ( #LucienBouchard and #JeanChrétien ) abolished the Catholic and Protestant school systems. — Did anyone outside Québec even notice? — That's because it didn't really affect anyone in the other provinces and territories, or make Québec more important w.r.t. other provinces.

A lot depends on whether leaders want to stir up trouble or to make quiet deals.
