Muskrat Falls is probably the best example of a #P3 failure. The project is years overdue and its costs have ballooned to $13.4 billion, up from the estimated $7.4 billion, including financing costs, when it was sanctioned. #MuskratFalls

@fssofdeath Well, if spending and revenue don't balance, the first place to look for an explanation is with those who made the decisions. https://nationalpost.com/opinion/john-ivison-flat-broke-newfoundland-is-a-cautionary-tale-for-other-big-spending-governments-in-canada makes the claim that NL hired too many civil servants and increased their wages too much — but probably there's more to the story, such as low pre-existing wages. #MuskratFalls is clearly a financial disaster of its own, though I don't know what went wrong there. Bad management? Over-optimistic planning?
