"Akin to a candle being blown halfway out and then re-igniting, a wind limit is imposed on certain fuel models in order to constrain theoretical spread rates to observable spread rates. Videos from the day of the fire showed just this, a fire with rapid spread rates that would be extinguished by strong gusts, then re-ignite and continue spreading upon gust cessation."
