If one knows enough to be dangerous, removing 'noreferrer' sounds like a 'hell no!'
But even just reading the Github summary it's pretty clear why it might be a good idea: Right now, it's implemented at server scope, making it REALLY HARD to tell how much referrer traffic is coming from Mastodon. That's actually something pretty important to know, & if they can't get it from referrer stats they'll get it some other way.
