The li-ion batterries in this picture were last charged in 2015 when I salvaged two notebook battery packs. All the cells still have around 3.9V and are probably still chargeable and usable.
If you want to do battery recycling yourself and retrieve some 18650 li-ion cells from notebook battery packs, be extremely careful when opening the case. Punctured li-ion cells can become unstable and "vent with flames"!
