It should help launch new #OA journals and fine-tune old ones. It covers topics "such as journal creation, costs, staffing, policy development, through to indexing and key technical aspects."

Most of the articles published by members of #OASPA (Open Access Scholarly Publishers Association) use #CC_BY licenses.

Compare to all the OA journals in the #DOAJ (Directory of Open Access Journals). See the data I collected late last year. CC BY licenses were the most common but not by the same margins.

@egonw #OASPA, a payment processor for Open Access journals recently announced that #Elsevier is also participating. https://oaspa.org/welcoming-elsevier/

Elsevier is the biggest Open Access publisher, they also have many pure Open Access journals and such a system works best if everyone joins in, including the most terrible ones.
