Most of the articles published by members of (Open Access Scholarly Publishers Association) use licenses.
oaspa.org/oaspa-members-output

"CC BY licenses dominate, now accounting for almost 81% of articles in fully journals, around 60% of those in journals."

Compare to all the OA journals in the (Directory of Open Access Journals). See the data I collected late last year. CC BY licenses were the most common but not by the same margins.

@egonw , a payment processor for Open Access journals recently announced that is also participating. oaspa.org/welcoming-elsevier/

Elsevier is the biggest Open Access publisher, they also have many pure Open Access journals and such a system works best if everyone joins in, including the most terrible ones.
