There is a fix! Download Gentium Plus here: https://software.sil.org/gentium/download/
Then move the .ttf files into a folder named "fonts" in your Kobo. Then add the Gentium fonts in the Supplemental section of the font menu, and select Gentium as your Font Face. Bam! Working extended diacritical marks.
