Publishers will claim that it's up to editors to set the scientific standards.

Editors will tend to say that it's up to the peer reviewers to judge whether the data availability statement is acceptable.

Reviewers will not expect authors to satisfy higher #reproducibility standards than in their own papers. And will tend to see 'data availability' statements as editors' responsibility.
