Last quarter when we did estimation for capacity planning I asked folks to do detailed analysis of ideas. This quarter I'm aiming simpler and saying they need to count the number of teams involved and and step up the Fibonacci sequence for each extra team.
That is the price you pay for not having cross-functional teams.
