The point of a #ProprietaryPeriod is to give people time to analyse their data – which they have written a proposal to get – and publish it. It means that people who have other duties, such as a heavy teaching load, have a head start when they can't be scooped by astronomers with more time and/or experience. It gives time to recruit postdocs and for students to get up to speed. It levels the playing field a bit to help people at smaller institutions.

A #ProprietaryPeriod for #JWST is essential if people with limited research time are to be able to use the telescope. The only people who would benefit from the removal of proprietary periods are astronomers at well-resourced institutions (i.e. large private universities) who have lots of research time. Those who would lose out include astronomers at public and teaching-focused universities – such as almost all minority serving institution.

So the #NASA historical investigation of James Webb came out yesterday. Seems we are still being asked to believe that he was a great administrator but had no knowledge of what was being done on his watch in the name of "policy" and somehow is exempt of all responsibility.

Also, yesterday was int'l #LGBTQSTEMDay. Not a coincidence, so #NASA leadership is slapping the #LGBTQ community in the face with this report. All in keeping with tradition it seems.

@cosmos4u He was, at the very least, in charge of an agency where it was the custom and practice to fire people for being gay, as #Nature reported after their FOIA request in March. To say there is no documentary evidence that he advocated for this is to ignore that he clearly allowed it. The leader sets the tone for an organisation, and is responsible for what happens there. This report smacks of a whitewash. #RenameJWST

The framing here is strangely reminiscent of the 'no collusion' framing of the Mueller Report. It avoids the larger questions by concentrating on one specific.

But either #Webb was an incompetent administrator who didn't know it was the custom in the agency he ran to fire people for being gay, which seems unlikely given his career and would completely undermine #NASA's reason for naming #JWST after him, or he was a homophobe who supported this practice.

It seems that #NASA's statement today on the naming of #JWST concentrates on whether there is proof that #Webb was directly involved in anti-lgbtq activities, dodging the fact – as disclosed in #Nature earlier this year – that 'it was a “custom within the agency” to fire people for “homosexual conduct”' under his leadership. As the external researcher contracted by NASA said in an email seen by Nature: 'A custom within the agency’ sounds pretty bad.'
