“Her Majesty the Queen charges and commands all persons being assembled immediately to disperse and peaceably to depart to their habitation or to their lawful business on the pain of being guilty of an offence for which, on conviction they may be sentenced to life in prison.”

Seems like we're forgetting that we have mechanisms to deal with such problems.
How was the honking stopped? An Ottawa citizen applied to the courts, an injunction was granted, the police announced the injunction and the protesters complied.
In the case of the #AmbassadorBridge blockade, again an injuction was granted, then the police enforced it. If the situation in Ottawa is so bad then another injuction could be granted. Or we could use the #RiotAct .
