Open Letter to the Colorado Division of Fire Prevention and Control:
Hello Officer Pruit,
################## In this email, I have tried to clarify my call about the character and origin of the Marshall Fire, and the reason all our local governmental bodies have been ineffective in solving for its dangers.
Rocky Flats is not separated from Marshall Mesa by any structures. A history of sprayed, incinerated, dumped and leaked contaminants and two serious fires have caused the plant to be closed and transferred to the DOE, Legacy Management team. Changes on the property are discussed in the Rocky Flats Stewardship Committee meetings quarterly. Nowhere in the literature I have seen online has Legacy Management or the MF-FLA considered off site radioactive contamination as a potential cause of fire. Still, I believe, the Marshall Fire may be remembered in posterity as the 3rd Rocky Flats Fire.
Here is a little background about myself. I am from Arvada. I lived at 6139 70th Avenue and I attended Swanson Elementary until something happened. One day, my father comes home from work, and says: "If they ever ask you where the toxic waste is, tell them they're dumping in Marshall Lake."
An early memory, admittedly, I have carried the words around for 43 years. In the summer of this year, they finally made sense. What I'm seeing now is that Boulder County has been the victim of a history of offsite moves from the former weapons facility. Attached, you'll find a neighborhood advisory concurrent with my memory. The meaning of this is that the true contamination levels of the Marshall Lake and the Marshall Mesa are similar or greater to those present on the Rocky Flats Wildlife Refuge - possibly more contaminated if concentrations of toxic waste were in fact dumped in Boulder County as my memory testifies.
Naturally, documents from the EPA neglect to mention which heavy metals are known to exist on the Mesa. I believe these contaminants were present when the 2013 flood took place. I believe the flood conveyed these contaminants over the lip of the lake causing it to spill down the mesa evenly on all sides. I believe this explains why the path of the fire included portions of the south bank of Marshall Lake. I believe the lake caught fire. Included is an image from the fire that I believe shows how this fire travelled with the path of water. These contaminants, which could be present throughout Superior and Louisville may explain why the fire was so furious, and why homes are burned to their basement foundations. This may also explain the unusual traits of the burn path as they include Xcel poles, and cattle fences whose bases have been burned. This may explain the partly burned areas of East Marshall Lake.
What ignited the fire?
I have come to understand that - before the fire - #np
was working with his father, ##########, on construction projects when they found they were low on gravel. ########## had seen gravel that he could access inside of the West Gate of the Rocky Flats Wildlife Refuge, and I believe he moved hot gravel from this location to fill the construction needs that they had. ######### explained that there are two diesel drums on the Tribes property, and that gravel from the RFWR was used to fill in the area around the drums. The diesel drums are occasionally filled, and when they are filled, I have to expect there must be some spilling of fuels near the two tanks.
On the day the Marshall Fire took place, I believe it is possible that the wind, heat and humidity were contributing factors in starting an automatic combustion event in the space between radioactive gravel and the diesel fuel, in the vicinity of some electricity - as I understand these tanks have meters. Furthermore, the trailer that was lost in the blaze was equipped with an Xcel smart meter. The ignition may have taken place automatically if the radiation caused a spark to occur in the smart meter (now gone) or the tank meters in close proximity of spilled diesel fuel. This is called automatic combustion, not spontaneous combustion.
This surface fire may have been secondary to the plutonium chain reaction that travelled through the sediment, uniting these contaminants in surrounding developments like Sagamore, and in the homes lost in various neighborhoods. The plutonium, if present, would be the reason why a fire that began on Marshall Rd travelled north and south, ultimately combining with the fuels available from Coal Creek. If my thinking is correct, there should be exceedances radionuclides found near the ignition of the fire, along the path of the fire, and this should explain the intensity of the fire. Beneath all of this there may be more to be concerned about than dry reeds.
The known radioactivity of the region will need to be addressed before any preventative effect will be had on an all-year fire season.
How did we get here? The Rocky Flats Stewardship Council is a policy failure. Colorado needs a State Fire Marshall who can manage all sides of the RF remediation and prosecute a federal investigation. What we suffer instead is a gathering of counties and cities with separate fire procedures and separate fire codes. Like the biblical metaphor of the Tower of Babbel, people speaking different tongues, the different bodies who came together under the DOE Intergovernmental Agreement of 2006 see their own interested participation in policing the region.
Arvada (Candelas) can argue that Superior needs to mitigate the consequences of the Rocky Flats remediation differently than the other similarly contaminated, but differently affected cities and counties. In their own jurisdictions, they are forced to ignore (by oath of office) that the Rocky Flats Weapons Facility ever really existed. The policies created and enforced by this body have led us into harm's way.
