I tried the following #RGB #SCART to #VGA circuit with a DVD player, but the frame rate was too low. The VGA monitor just reported „out of range“, even when the DVD player output #NTSC video:

Instead of buying a converter box that could also decode composite video (for VCRs), I could try to find a #PAL decoder IC with a sort of image buffer IC and build a circuit that repeats each video frame 2x (NTSC) or 3x (PAL) to output common VGA frame rates.
