As someone who actively engages in maths outreach - I'm quite worried about this idea of forcing students to study maths until 18.

1. The plan includes no uplift to maths education - there's already a shortage of maths teachers, making them cover an even larger group is hardly going to help.

2. Not everyone needs to know the topics covered in A level - like calculus, advanced trigonometry, etc - doesn't help some people in day to day life. And not just unskilled laborer's - if you want to do Classics at uni, knowing how to differentiate a function won't help at all.

3. Getting more people into maths means inspiring them. It's not inspiring to be in a huge class of disruptive kids, all learning at different speeds - the ones who don't understand don't have time enough contact time because of the class sizes, and the ones that do get held back. When you have better quality teaching - and smaller class sizes - students perform better and they motivate themselves to go further.
