I ask that question in all honesty, as someone who left my doctoral program in 2000, who copyedits and develops scholarly manuscripts, but who does not do peer review itself. I thought the move toward instruction was one of kindness, not a categorical change or expectation. I've even thought it quite an entitled expectation.
I'm open to being wrong, but am curious about the shift.
