Great question and I'm not an expert on it, but #Minneapolis and #StPaul do a few good things:
- streets plowed quickly
- sidewalks cleaned quickly (in residential areas this relies on residents so sometimes not great)
- we have "skyways" (aerial enclosed bridges, it's indoors and lots of windows usually) or tunnels linking buildings downtown or on campuses (school or business) so can minimize time outdoors

I'd love to hear from those it affects more than me.
