Clicking the “Remove from Account…” button disables the button for a moment, but the button is reenabled shortly, and the device remains on the list.
Quitting the System Settings app and relaunching it will show that the device has been removed from the list.

A warning about setting up a #RecoveryKey on #macOS #Ventura 13.1: after printing your recovery key, a blank window that prevents you from continuing may appear. If this happens to you (or you're curious to know more), get in touch, and I can provide more details and tell you how to back out of the process.
I am not sure, but this feels like a #SwiftUI #SystemSettings bug.
