Tendermint 預設 allow_duplicate_ip 為 false
（大部分Cosmos 區塊鏈使用Cosmos SDK開發 = 使用Tendermint作為共識引擎/模組）
即是同一公開 IP 地址（不理有多少私人 IP 地址）
只能有一件對外連接的節點（同一網絡區塊鏈計）
所以我要去設定 sentry nodes 了~
預設 allow_duplicate_ip 為 false PR（2018）：
