Because the teacher would spend the money locally, support local businesses and put all of the increase back into the economy. The Gov gets extra VAT and taxes from those businesses.
The banker puts all his money in a tax haven and nobody else benefits from it at all, depriving the UK economy.

I quite like the idea of an insurance based system.
How about all of those of us in work and earning over a bare minimum pay in a proportion of our income, and that covers everybody in the country? Could that work for say 60 years until some crooked government steals the money to give to their rich chums?
