"The accursed tsarism made the Great Russians the executioners of the Ukrainian people and incited in them a hatred of those who forbade even the children of Ukraine to speak and study in their mother tongue.

The revolutionary democrats of Russia, if they want to be truly revolutionary and truly democratic, must break with this past, must regain for themselves, for the workers and peasants of Russia, the fraternal confidence of the Ukrainian workers and farmers. This cannot be done without full recognition of Ukraine's rights, including the right to free secession."
