Ironically, there are tools that can take a bitmap representation like that in a very simple dots and hashes form and make several font formats from it.
#unscii uses such a system to make HEX, SVG, TTF, and BDF fonts, which can be extended to #FreeBSD FNT fonts. Its source files look like this, and would be dead easy to construct from that London Underground matrix:
