The comments all made sense. Generally, to sum up. Its all too much to grasp. Then went to the USACE HATS project page. https://www.nan.usace.army.mil/Missions/Civil-Works/Projects-in-New-York/New-York-New-Jersey-Harbor-Tributaries-Focus-Area-Feasibility-Study/ . Tried to find some place where there was a comparison of costs but couldn't find it. I assume its somewhere because otherwise its just a lot of handwaving.
